Here is why: The redye opens the cuticle, which is the outside protective layer of the hair. The drug metabolites are stored in the cortex, which is inside the cuticle, and this is why one must open or break down the outter layer, a.k.a the cuticle. Here are some sites that explain how and why.

The Science Behind Coloring Your Hair: July 2005

Tints of Nature is a permanent color.
To be an effective permanent color, one must open the cuticle and allow the permanent color through to the inner part of the hair. The only way to do this is to temporarily raise the pH of the hair. The resulting color will be seen through the transparent cuticle and, if the hair is properly cared for, should last until it grows out.
Raising the pH of the hair:
  • pH is a measure of acidity and alkalinity
  • It ranges from 0 (highly acidic) to 14 (highly alkaline)
  • 7 is neutral – pure water
  • The ideal balanced pH level for our hair is between 4.5 and 5.5 and is known as its isometric point.
  • Above 5.5, the hair cuticle starts to open, and below 4.5, it starts to contract.
  • For a permanent hair color to work, we need to open the hair cuticle by raising the pH of the hair above its isometric point.
  • After coloring, to maintain condition of the hair, we need to close the hair cuticle by lowering the pH of the hair back down to its isometric point.
There are 2 ways to open the cuticle:
  • The first is to suspend the hair in a harsh and highly alkaline substance like ammonia. This quickly raises the pH of the hair well beyond it’s normal value to about 11 or higher and causes it to swell considerably. It is effective for coloring purposes, but has many side effects including damage to the hair, and difficulty in returning it to its ideal pH level.
  • The second and more natural method, as used by Tints of Nature, is to suspend the hair in a substance called Ethanolamine which is derived from Coconut and acts as a gentle pH adjuster and moisturizer. It softens the cuticle and, because it only raises the pH of the hair to about 9.5, causes it to open slowly rather than to rapidly swell up. Once coloring is completed the cuticle can be closed down again and the hair returned to its normal pH level by using the shampoo and conditioner supplied with the color. No damage is done to the hair.
Jet Set Extension

1. Some chemicals that damaging your hair
The hair itself is held by ionic bond, hydrogen bond and covalent sulfur bridge. And it is mainly the sulfur bridge that affect the elasticity of hair.
There are mainly 3 types of chemicals that damage the structure of our hair. They are Hydrogen Peroxide, Ammonia and the developer used.
  • Hydrogen Peroxide
It is used as an oxidizing and bleaching agent to remove color pigment from hair. The more concentrated the peroxide, the greater the oxidizing effect. Hydrogen peroxide used leads to the formation of more sulfur bridges by removing hydrogen atoms from some ?SH groups, enabling the remaining ?S atoms to form bonds. This increased in Sulfur bridges is more than necessary so it makes our hair brittle and looked dry.
  • Ammonia
Like all alkaline, the ammonia has the tendency to separate the cuticle and allows the permanent hair color to penetrate the cortex of hair. It acts as a reducing agent to brake the (-S-S-) bond into (-SH HS-). As mentioned above, a particular sum of sulfur bridge is essential in keeping the hair elastic. So, if the ammonia is too harsh, the hair will lose more of the sulfur bonds than necessary. It cause the hair to harden, lose weight and diameter.
  • Developers
The higher the volume of the developer, the greater the amount of sulfur is removed from the hair structure. The hair will loss its elasticity due to the lack of necessary amounts of sulfur bridge. Furthermore, when we lighten natural hair, the oxidation of the melanin will give a reduction of the natural pigments. The granular pigments will transform into diffused pigments which explains the apparitions of reflecting more or less intense as the decoloration. That’s why most developers are maintained at 30 volume or less.

2. Swimming pool
3. Sun
As mentioned above, hair is made by protein which can be denatured easily by high temperature. The sun’s burning rays can deplete the protein in the outer later, leaving hair dry, brittle and even a fade in color. Dark shades can lose their luster and light ones may go brassy. In addition, melanin is
very sensitive to the UV light form the sun which can also oxidize it.
One more reason of making your hair damage is alkalinity. It opens the hair cuticle. Hair has luster in acidic condition when hair cuticles closed and light is reflected. In contrast, hair cuticles open in alkaline condition and light is distracted, hair loses its luster and looked dull.

(This is important as you want to open the cuticle to penetrate to the cortex where the metabs are stored)

Oh yeah, and once youve got it opened up, which can be done with baking soda, oxy clean, or what seems to be the best, ammonia, then you should wash it out with strong shit like tide, or a toxin wash like zydot, or something else. Its best to repeat this process several times using a combo of products. I would do it at least once with tide and at least once with something like zydot or toxin wash, each time right after the application of a strong base.

And for one more reason, which can be read about here: http://www.usdtl.com/downloads/COLLE...%20TESTING.pdf

But says this:
COLLECTION INSTRUCTIONS FOR HAIRSTATSM AND CHILDGUARDSM DRUG TESTING
1) Insure that head hair has not been bleached, dyed or permanently waved within the past 3 months. If so, collect body hair. Using a large hair clip, select a clump of hair in the crown area of the head. Using thinning shears (scissors) cut the donor’s hair as close to the scalp as possible. A comb may be used to help harvest the cuttings. A sample of approximately 100 milligrams, which is a ponytail 1½ inches long and the diameter of a #2 pencil, is needed. Please refer to laminated Hair Collection Example Card for a visual reference. If necessary, collect from several different areas.

So dont let em know that you bleached or dyed it. Make sure you redye to close to your nat color so they cant tell.

and shave your body hair!

#1, it's my opinion that your hair is nobody's business but your own. but since this is legal regardless . . .

#2, at least make the lab play to SOME of your rules.
