The only thing remotely close is the guideline for spam. The link you sort of tried to post is certainly not spam. It's a link to a news story.

Thats for COMMERCIAL sites, as in sites that exist for the purpse of selling you something. News articles and whatnot don't qualify as commecial sites, and are perfectly accecptable to link to.

From the guidelines themselves

There is to be no linking to commercial URLs or advertising for any products or services.

That is the ONLY mention of URL postings in the guidelines. Please, if you are going to say something is a "rule" please back it up with fact. The guidelines are the rules this forum lives and dies by. If a rule isn't in there.....well, it isn't a rule yet. End of Story
