My Take: The guy was probably high and/or drunk. Even with the audio distortion, his ramblings don't make much sense. Here's what I am able to make out:

"He's a freaky nerd!"

"This guy's better than Chuck Swirsky." [another WGN sportscaster at the time]

"Oh Jesus!"

"Catch the wave..." [reference to a Coke commercial at the time of which Max Headroom was a spokesperson]

"Your love is fading..."

"I stole CBS."

"Oh, I just made a giant masterpiece printed all over the greatest world newspaper nerds." [??]

"My brother [mother?] is wearing the other one."

"It's dirty..."

"They're coming to get me..."

(Note also that he appears to be wearing a [rude word deleted] on his middle finger.)

That has definetly got to be one of the weirdest things Ive ever seen! Props to that guy.

I have only one question how did he pull this off. I mean this is poc right here, this means that hijacking a tv network is possible and whats more important is they don't know how to trace it back. My first though would be simply transmiting a signal stronger then the actual broadcast so recivers pick up your singal and not theirs (it's how jammers work or at least the ones I've seen) but that would take a massive transmitter, wouldn't it?

Yes, it's possible, however....

Remember the timeframe when this event happened. It was nearly 20 years ago. Digital technology wasn't advanced enough for broadcast television yet, so UHF/VHF transmissions were the norm.
Someone with the right knowledge and access to the right parts could build a transmitter that could stomp all over a standard on-air broadcast.
