Default [In the News] Syringe Exchange Bill Passes New Jersey Committee

On Thursday, October 12, New Jersey's Senate Budget andAppropriations Committee voted 9-5 to send a syringe exchange bill to afull Senate vote. Senate Bill 494 would allow up to six municipalitiesin the state to establish syringe access programs.
Testimony in Thursday's hearing was limited to the fiscal componentof the bill, which includes $10 million for additional drug treatmentservices. Representatives from the Department of Human Servicesappeared before the committee in support of the life-saving legislation.
Public health, medical and HIV prevention advocates applauded thecommitteeÂ’s action on SB 494, as syringe access is an important tool inpreventing the spread of HIV/AIDS, hepatitis C and other blood bornediseases.
Roseanne Scotti, director of Drug Policy Alliance New Jersey, said,"This is public health policy at its best. This bill will protect ourcommunities from HIV and hepatitis C and will provide additional drugtreatment services for people seeking help.Â* This is a win/winsituation for New Jersey."
New Jersey has the fifth-highest number of adult HIV cases, thethird-highest number of pediatric HIV cases and the highest proportionof HIV infections among women in the nation.Â* Most striking, thestateÂ’s rate of HIV infection related to the sharing of contaminatedsyringes is twice the national average.
"ItÂ’s an embarrassment that we are behind every other state on thisissue," said NJ Assembly Speaker Joseph J. Roberts, Jr., in a preparedstatement. "Our outdated approach is costing lives and wasting valuablehealth care resources."

hmmmm....I don't know about this. Bust them for injecting, but give 'em clean needles todo it with?

I wonder how many actual addicts go for such exchanges...
