Cannabis Tax Increase Could Bring ‘Couple Million’ In Revenue

Oakland city councilwoman Rebecca Kaplan said that the proposed tax rate increase for medical cannabis could bring in “a couple million” in revenue to the city — far more than the $200,000 to $400,000 that was cited in the agenda report.

Kaplan, an at-large councilwoman and one of three co-sponsors of the proposal, said the agenda report used 2007 numbers from the four licensed medical cannabis dispensaries in Oakland as a basis for its estimates. But since then a few things have changed -- the dispensaries say that business grew substantially in 2008, and three weeks ago, U.S. Attorney General Eric Holder said that the federal government would not prosecute medical marijuana dispensaries or users, as long as state laws allowed for use of the drug. Since then, applications for cannabis ID cards have skyrocketed, Kaplan said.

The current proposal would raise the business tax rate to either $12 or $24 per $1,000 in gross receipts. The current rate is $1.20, and $24 is the maximum business tax rate allowed under Oakland law. The city council will consider the proposal at its April 7 meeting, and if it passes — which Kaplan thinks likely — it will go on the ballot either in November or in an earlier special election.

Kaplan said that the potential for revenue is even greater if the council decides to tax marijuana growers as well. Now, only the dispensaries are taxed.

Xiaojing Wang, policy analyst in District 3 Councilwoman Nancy Nadel’s office, said that they would be putting out a new agenda report this Friday with an updated revenue estimate. Nadel and Jean Quan (district 4), are the other two co-sponsors.

Sounds like a pretty sweet deal to me.

I think growers should be taxed the same, if we are taxing based on sales.

$24 per $1000 gross is a very low rate when considering the overhead involved.

Now, I'm not sure who's charging what, to whom, for what.

So, someone will probably feel they are getting screwed, and I'm betting it's the consumer.

I know most people I know, feel bud is way too expensive, but at least this way some of your money wouldn't be spent on 24" rims, and car stereos.

Whatever, the growing season is here.

What could this do to Medical Insurance? Besides that what about the $24/$1,000 highest Legal rate? Who cares? Those on Disability,Medicare, Medical,Insurance will have to stay poor. In any case, there's no price on Not going to jail,having a permanent record,and being good for the cause. If there's taxation there's representation, That Will fund the cause.

they said it would go to ballot in November or earlier. If that means the citizens of California are going to be allowed to vote on this, I dont think it would get passed. but i could be wrong

I hate to see medical marijuana taxed- I wouldn't want to see any medicines taxed, after the producing company's profit based taxes, of course-

Which also lands on the patient.

But-

There's always a but.

Have you ever seen government vote to stop up the flow of taxes? Once they start making money on a thing, whether it's dog licenses or medical marijuana- it's in like flynn.

Politicians, of all stripe, love having money to spend.

I'll give this a good news rating.

And think about this, how many times in history have millions of people begged for taxation? We know it's common sense, they know it's common sense. Tides are turning, and people are starting to wake up to the issue like never before.
