Well.... you see folks Hemp is a good rotation crop. that is. you rotate it into fields where other crops were grown, like Corn. You do this because hemp unlike corn, does not need a lot of additional nutrients, most of those are derivatives of oil also. Hemp plants roots can go very deep, you do not need a lot of surface water for a hemp crop. My understanding is that Oregon has concentrated more on growing trees than they have on growing other crops, this doesn't mean other crops can grow there, it just means they haven't de-forested the place so they could plant large fields of corn.
And no. it was not before the federal drug laws, and it was not because these oil based products 'doomed hemp'. It is exactly the opposite that in 'fact' happened.
