This is their way, it was not imposed upon them by white imperialists. Would you consider that "non law enforcement", just because it's carried out by a council and not guys with badges and guns? If we were sailing the ocean looking for primitive naval vessels to plunder or getting ready to move our tribe to follow the moose to the spring hunting ground our lives would be vastly different. But we don't live that way, and I don't have enough faith in my fellow human beings to let them polioce themselves. It's not cynicism, it's reality. | |

FL has one of the most liberal public records laws in the country. Unless something is specifically exempted by statute, it is subject to public records disclosure on request. Courts have held that requestors don't have to provide a reason for the request or even their name. They can, however, be charged for the cost of reproduction. In fact, the very first sentence of the public records statute is pretty clear: 119.01 General state policy on public records.-- (1) It is the policy of this state that all state, county, and municipal records shall be open for personal inspection by any person. Also see F.S. 119.07: flsenate.gov Aside from that, Deland and Volusia County are seperate agencies from Orange County. That said, "official capacity" would seem to be a moot point: It's not a moot point. And if you are a cop, then you of all people should know what I'm talking about without a lengthy explaination.
