They're not the only system, but I should clairfy my point - some system of "crime and punishment" is needed for all societies. Each of the systems you describe did have "crime" (things that people did that were unacceptable to the social order at the time) and some kind of set "punishment" for that crime. The punishment was usually material compensation, exile from the tribe, or simply execution. I do think our present law enforcement needs a serious overhaul, but don't kind yourself into thinking that we can function as a society without it.

Comparing our modern, non-agrarian, technology-based society with a large population to ancient nomadic societies with relatively small populations is inaccurate and inappropriate. For example, in Canada, several native bands have their own system of aboriginal justice to deal with crime, often carried out at the behest of the victim or their families. This is their way, it was not imposed upon them by white imperialists. Would you consider that "non law enforcement", just because it's carried out by a council and not guys with badges and guns? If we were sailing the ocean looking for primitive naval vessels to plunder or getting ready to move our tribe to follow the moose to the spring hunting ground our lives would be vastly different. But we don't live that way, and I don't have enough faith in my fellow human beings to let them polioce themselves. It's not cynicism, it's reality.

There is no "sunshine Act" request required. FL has one of the most liberal public records laws in the country. Unless something is specifically exempted by statute, it is subject to public records disclosure on request. Courts have held that requestors don't have to provide a reason for the request or even their name. They can, however, be charged for the cost of reproduction.

In fact, the very first sentence of the public records statute is pretty clear: 119.01 General state policy on public records.--
(1) It is the policy of this state that all state, county, and municipal records shall be open for personal inspection by any person.

That said, "official capacity" would seem to be a moot point:

I also think it is naive to think the viking system of law would work today, Hiz Highness.
