| Massachusetts: Legislature To Debate Marijuana Regulation Measure. Keith Stroup | Los Angeles Times | 10/8/09 | Boston, MA: State lawmakers will hear testimony next week in support of taxing and regulating the commercial production and distribution of marijuana for adults age 21 and older. Members of the Massachusetts Joint Committee on Revenue are scheduled to hear House Bill 2929, 'An Act to Regulate and Tax the Cannabis Industry,' on Wednesday, October 14, at 10 am in Room B2 of the State House. House Bill 2929, along with its companion bill SB 1801, were introduced by request in March. NORML founder and Legal Counsel Keith Stroup will testify in favor of the measure – along with NORML Advisory Board member Dr. Lester Grinspoon (Harvard Medical School emeritus) and members of NORML's state affiliate, the Massachusetts Cannabis Reform Coalition. "Marijuana use is not a harmless substance. But this fact is precisely why its commercial production and distribution ought to be controlled and regulated by the state in manner similar to the licensed distribution of alcohol and cigarettes – two legal substances that cause far greater harm to the individual user and to society as a whole than cannabis ever could," says Stroup. "House Bill 2929 is a fiscally conservative, common sense proposal that will raise revenue, promote public safety, and limit young people's access to marijuana. It seeks to bring control to Massachusetts' untaxed, unregulated marijuana market and I encourage lawmakers to vote 'yes' on HB 2929." | I really hope it passes.. Even though I live in Canada, that's a good sign because it opens more eyes towards the problem and where the real harm lies. But the taxes of MA are INSANE!! I think it will just increase the black market dealers because the BUYERS will be wanting marijuana for cheaper... 150$ tax (TAX!! See that? T a x! That's what every company got to pay the government whither they want or they don'! So I'll say it will be about 200-300$!) for an ounce of Schwag (Class C)... That's just insane and they will be forced to reduce the amount of taxes so people could actually buy from stores... They said you are allowed to grow your own... That means at least one friend/neighbor/someone you know (or even if you don't know, YOU WILL KNOW.. it won't be illegal to grow your own anymore) will be growing, and you might as well tell him/her/them to grow some for you and you still pay them half price of what the stores are selling for. |

| what i don't understand is where the dispensaries will be getting their product? who sells it to them? It obviously isn't the government. Would the owner of these places in Mass. really be making black market private negotiations with individual local cultivators? and what on the dispensary license says that these transactions are legal? the recent legislature has to take this issue into account. | |

In order to sell to dispensaries you need to get a license. And the dispensaries themselves also need to get a license and go through a bunch of legal mumbo jumbo. I'm not 100 percent sure on but im pretty sure. | |

| The tax levels in the bill are absurd and will certainly promote the continuation of the black market. OTOH, there's this: Quote:

There would a great deal of weed diverted from legal grows to illegal sales, and it would be cheaper than current black market marijuana because there would be little risk to the grower. | there bill allows the tax to be lowered or be raised at will. once they see that they can't get those type of taxes it will be lowered. |

| Anyone without their head in the sand understands these taxes are beyond ridiculous, so why include them? I was thinking about it and have come to this conclusion: If you're trying to convince politicians to vote for something what's the most affective argument point? Is it true and clear information? A compelling ethical argument? or is it money? For the great majority, it's money. By placing the tax level as high as they did they can project tax revenue so massive it will be difficult to dismiss. I believe it will be much easier to get the tax lowered once this is passed than it would be to demand a re-write with lower taxes attached. As a resident of MA I hope all of my fellow voters who support legalization will keep this in mind and not dismiss this bill due to short- sightedness. Legalize it! |
