| Dutch Magazine Includes Marijuana Seeds Associated Press | Kansas City Star | 01/26/05 AMSTERDAM, Netherlands - A Dutch magazine was including an unusual freebie with its latest issue - two marijuana seeds in a small plastic bag. Nieuwe Revu Editor-in-Chief Mark Koster said the move was a publicity stunt accompanying the Jan. 26 issue, which advocates legalizing marijuana and other banned substances. Although Holland is famous for tolerating the sale of small amounts of marijuana and hashish in coffee shops, both are technically illegal and the government prosecutes possession of more than several grams. "We're saying, stop the War on Drugs, which costs a fortune and there are no results," Koster said. Koster said public prosecutors usually ignore the sale of marijuana seeds and had not contacted the magazine about the stunt. But several major supermarket chains either removed the seeds or kept the issue off the shelves. He said the seeds were "OK" in quality. "We had an expert test them, and he said they were a 4 out of 5," Koster said.

| Despite French law or Dutch law, cannabis seeds are legally sold in Spain and in the UK they are legally sold as fish bait, as such , a product legally sold in one European Union country is legally sellable in any EU country. Whether or not local laws have been changed to respect the EU law. Sprouting the seeds, on the other hand, is legal only in Spain, and tolerated in Belgium and the Netherlands. Outside the EU it is legal to cultivate cannabis in Switzerland, you can sell it over the counter but it has to be marked "not for human consumption as the use of cannabis is illegal.. having a bag in the pocket is legal, it is the use that is banned, effectively it is public use that is banned. |

| in spain, they encourage you to grow your own in order to keep people from partaking in black market transactions. thats a good policy i think. |

| I think that laws should be refromed where anyone over the age of 18 can do marijuana if they want its their life they should be able to do what they wish to do. |
