Drug abuse continues to rise in Switzerland
Consumption of cannabis, amphetamines and cocaine is increasing in Switzerland, according to a United Nations study.

The annual report by the International Narcotics Control Board (INCB) also highlights the "intense market" for heroin in Switzerland.

According to the INCB, Switzerland is in line with the rest of Europe regarding cannabis, but is bucking the trend in other areas of drug abuse.

"In Western Europe, the country with the highest level of opiate abuse is Luxembourg, followed by Portugal, Britain, Italy and Switzerland," said the INCB.

It said this was likely to grow in the near future because opium production was increasing in Afghanistan.

Regarding cocaine abuse, the Vienna-based agency said Switzerland was moving in the opposite direction to much of the rest of Europe, where the tendency is towards stabilisation.

"Cocaine abuse appears to be increasing in Britain and, to a lesser extent, in Denmark, Germany, the Netherlands, Spain and Switzerland," said the INCB.

In its annual report the INCB "strongly encourages" Switzerland to sign the UN Convention against Illicit Drug Traffic in Narcotic Drugs and Psychotropic Substances.

Cannabis abuse

But the UN agency, which has been highly critical of Switzerland in the past, praised efforts taken by the Swiss authorities to clamp down on cannabis abuse.

A study Health Behaviour in School-Aged Children published late last year revealed that Swiss schoolchildren are the heaviest dope smokers in Europe.

One in three 15 year olds said they had smoked a joint in the past 12 months.

The INCB welcomed action taken by the authorities to crack down on the illegal cultivation of cannabis, singling out Operation Indoor run by the police in the southern canton of Ticino.

This led to the closure of 60 cannabis farms, 70 hemp shops and the seizure of 4.2 tons of cannabis.

The INCB report also noted the fact that the Swiss parliament had rejected a bill in June last year that would have led to the decriminalisation of cannabis.

The tough line on cannabis taken by the Swiss parliament has coincided with a nationwide clampdown on hemp shops, once a regular sight in many Swiss towns and cities.

The UN report highlighted a SFr1 million ($850,000) action plan launched by Switzerland for the period 2004-2007 to reduce cannabis abuse.

Default From what we hear in France they still have "hemp shops"

From what my family saw last spring in Bern was that hemp shops were forced back underground in the French and Italian speaking regions of Switzerland but that they are still found easily in the German (in the north) and (i thing its call Romans) speaking region in the east.

This is not a nationwide clampdown. You can still grow, sell, have cannabis you just cannot injest it.

Sous le titre "Bientôt la fin des coffee-shops", le quotidien publie la photo du magasin Chanvre-Info de Bienne. Il est exact que ce commerce vient de se voir notifier sa fermeture par le préfet. Mais certains passages de cet article nous obligent à quelques précisions.

Ce magasin n’a jamais été un coffeeshop à la mode hollandaise, pas de vente à consommer sur place, pas de brasserie, pas de haschich... Rien que du chanvre naturel qui n’a jamais été vendu pour en faire un stupéfiant, donc légal. La justice décidera si les vendeurs savaient que ce chanvre était fumé, ce n’est pas le rôle d’un journal ou du porte-parole de la police.
D’autre part, la procédure décrite dans l’article, avec un premier avertissement et des clients en faute contrôlés à la sortie du magasin, ne correspond pas aux pratiques plus expéditives des autorités dans cette affaire. Le magasin Chanvre-Info n’a pas reçu d’avertissement, cette affirmation laisse croire que des infractions ont été commises délibérément.
Le chiffre d’affaire de 100’000 francs par mois est lâché pour susciter l’envie et la jalousie. Ce n’est pas le bénéfice de l’exploitant et il ne correspond pas à la moyenne constatée dans les magasins par les études récentes. Dans son rapport sur le cannabis de 2004, l’ISPA parle de 100’000 annuel. La fermeture récente de nombreux magasins dans d’autres villes a sans doute gonflé les ventes. Si ces magasins déclarent correctement leurs employés et payent leurs impôts et leurs charges, c’est une manne pour l’économie locale. Les autorités préfèrent peut-être que cet argent disparaisse dans l’économie noire.

On peut se demander pourquoi la boutique Chanvre-Info a été fermée en priorité ? Pour son activisme pro-chanvre ou pour atteinte à l’ordre et la santé publique ?
Enfin, il serait facile de faire l’amalgame entre la photo du magasin accompagnant l’article et l’anecdote finale du texte. A notre connaissance, les employés du magasin Chanvre-Info ne servent pas d’intermédiaire devant la vitrine pour renvoyer le chaland à la concurrence. Par contre, Chanvre-Info reçoit les doléances de nombreux clients peu suspects de troubler l’ordre et la morale. Dernier exemple : deux bourgeoises d’environ septante ans avec le caddy à provision qui se résignaient à aller derrière la gare trouver le chanvre indispensable dans leur tisane du soir. Si elles se font dépouiller ou fourguer des produits toxiques, qui seront les responsables ?
Cette fermeture ne protège en rien la jeunesse qui n’était pas cliente de ce magasin, elles repoussent des amateurs de chanvre intégrés à la rue, augmentant ainsi l’insécurité et la criminalité organisée. Pour toutes ces raisons et d’autres encore, le magasin Chanvre-Info a décidé de faire recours contre cette décision préfectorale de fermeture devant les tribunaux compétents.

it seems to me that they are ignoring drugs like opium and cocaine to persuee stricter marijuana laws
