exactly....big time criminals aren't on the street doing the "dirty work". you don't see people at the top of the dealing hiarchy slinging grams and quarters to kids on the street. they know not to get their hands dirty, and they can afford to sit back and watch the money come in without ever touching or seeing the actual product. Without conspriracy laws, these people would literally be untouchable, as they aren't on the streets committing crimes. instead, they sit back and let other people take the risks. I find it humerous that the same person complaining of the unfairness of the conspriracy law also sees the sustem as catering to the rich. the "rich" drug dealers are the main focus of the conspriracy laws. Without them, the "rich" criminals would never be brought to justice, because it would oftentimes be impossible to link them to a crime if the conspiracy laws were not enacted.
