I don't think we can hope for the legalization of marijuana by 2008. What I see happening is more local and state initiatives in favor of decriminalzing and legalizing marijuana. Imagine if by the 2012 election there were 10 states that had legalized marijuana. The candidates would consider supporting legalization more carefully. If marijuana is legalized it will be by small steps, like less harsh penalties and electing local leaders in support of marijuana.
