Well, that's what I'm wondering, the question you keep unsuccessfully beating around; is being called a kinpin equivelant to being the 'primary leader' of a continuing criminal enterprise.

They most certainly do consider him to be the leader of organized crime.

Do they charge him accordingly? No, they risk extradition denial this way.

What is the severity of conspiring to manufacture marijuana? Is it the same as growing one of two plants? Or is it to a worse degree. Like them saying he's responsible for a huge amount of grow ops and naming him the #1 and only international drug related threat from Canada. Good bunch up here I guess!
