You have to see the whole picture and the series of events that lead up to the conservatives election.

It was more about not backing liberals than backing conservatives. Alot of the liberal supporters, upset over sponsorship scandle, decided to cast their votes elsewhere for the sole reason that they couldn't support Paul Martin's government. This gave slight boosts to all the parties numbers and pushed the conservatives, already having the second most seats, to power. The conservatives are limited in their minority government and I predict that under a new leader the liberal party will regain power in the next election(which is always just around the corner).

Either way the conservatives cannot pass any new laws about marijuana until many elections from now.
