Even the items used in their injestion are themselves another crime(if alcohol were illegal, would bottleopeners and taps suddenly be considered drug paraphenilia? ). By allowing one to be illegal, amid others that are, in some cases, generally less harmful, is it not somewhat a promotion of that substance?
