I don't think I would go as far as saying "promotion"...> but rather a "social acceptence".

Cool I will go with...

"social acceptance". In today's political climate, especially politically correctness, promotion is wrong.

We, as a society, do not promote herb yet, but as a society we must accept it, or our laws would not be so lenient and open minded.

As a society, we've accepted that it is truly harmless. Hey, that's a good line to use, ain't it?

Kinda deflates the other side, doesn't it. I'll have'ta write that down.

What about excise taxes? That's why alcohol costs so much. Cigarettes have the same thing. In high school we were taught that an excise or "sin" taxes purpose was more aimed at discouraging behavior than raising funds. They couldn't ban alcohol, so they taxed the hell out of it.
