No more than the guy who invented the internal combustion engine is responsible for car accidents. An internal combustion engine can be used to get you from place to place or it can be used to drive a semi through a schoolyard full of children.

Nuclear fission can be used to save the environment from greenhouse gases or it can be used to blow up cities. Both possibilities became obvious when physicists discovered the possibility of nuclear fission. Nuclear weapons kept the Cold War from ever going hot. Nuclear weapons killed 200,000 in Japan but prevented the deaths of millions that would have been killed if an invasion was needed to end the war. Three-quarters of France's electricity comes from clean nuclear reactors.

All powerful technologies can be used for ends good or ill. The technologies themselves are morally neutral. LSD can be used to get a glimpse of new realms of the mind and spirit. LSD can be used to brainwash a group of young girls and turn them into killers.

Tim Leary promoted the spiritual use of LSD, but too many missed the middle part of "Turn on. Tune in. Drop out." Kesey & Company promoted wild parties with sensory overload (and Hell's Angels). It's not what you use. It's how you use it.

The atom bomb had one purpose. The internal combustion engine could be used on a number of machines. Nice dodge on the question though.

I didn't dodge the question at all. I said that once the possibility of nuclear fusion was discovered by physicists, both the peaceful and destructive applications of it were obvious, i.e. the only way to avoid knowing how to build a bomb was to not discover a basic principle of physics. All technologies can be used for good or ill. And the bomb itself saved millions of lives that would have been lost to conventional warfare had it not been around. Does that make it good or bad?
