I used to have a pipe with a cap like that. A couple of them at different points, actually.
What I liked was the ability to take one or two tokes, shove the piece in my pocket and the cherry would go out, conserving the smokeables inside.

yes that is true also i have a stash box under my table and at night i will take two or three hits put the cap on and put it back for the next time i smoke there will already be bud in it

I used to have one of these a long time ago, it was blue. I gave it away because I couldn't stand the metal taste. It was convenient, though. The screw on top is basically to keep your herb in place, so it doesn't come out of the pipe. Great travel pipe, if you can stand the metal taste.

i would rather have a glass bowl, my glass one broke one night thats the problem with them, but i cant taste the metal so a metal one is fine for me.

The metal cap is a windguard. That's why it has a small hole in the middle instead of being a complete cap. If you're in wind, all you need to do is get the flame in your bowl a tiny bit and because of the windguard it will most likely catch. You have to open up the bowl and scramble the weed a couple times, but when I used to use one, it was a savior for windy days.

The caps actually conserve your MJ. You know how when you hit a bowl, you put the flame over all the weed? well the cap makes it burn from the middle, out, whereas smoking without the cap you torch the whole bowl area of weed.. I seem to get more hits off my bowl with the cap, makes the bowl last longer. The only bad thing is you have to stir the weed other than that I love dem caps.

Well, I would only use it to pre-pack bowls. Pre-pack it, put it in your pocket and just take it off when you need to smoke it. Then you dont need to pack your bowl in public.

The cap is there to prevent spill's, control the cherry, and I like them because it works well when using a hello neighbor to be discreet , the cap screws off and on so you can pack the bowl and if you dont like it it's gone, I fing I do get a bigger hit with the cap off though once the bowl gets low
