Here's the simplest way.
Get a small bottle (pill bottles work well) and poke a hole in the cover. Put a bowl in the top, with a downstem going to near the bottom of the bottle (almost as if you are making a waterfall bong). Then poke a hole in the side of the bottle near the top and stick a tube into there. A pen tube will work great there. and viola! A bubbler!

Hmm. now like im new at making pipes and everything. im not exactly HUgley experienced in any of this. so whats a downstem? and whats a waterfall bong? and how does this work and whats a bubbler supposed to do??

Well, a downstem is the tube that goes from the bowl into the water. A waterfall bong is basically a water bottle, with a bowl on top and a hole on the bottom (I'm not going to get into it. You can use the search feature on how to make one).
As for what a bubbler is supposed to do: It uses the same concept of pressure that a bong uses by pulling through the mouth piece, you increase the pressure inside the chamber, and it pulls the smoke from the bowl, through the water, into the chamber, into your lungs. However, you don't need to know all of that in order to make/use one. All that is important to know about bubblers is that it is a handheld pipe that has the smoke go through water. They are quite the piece!

One thing that may or may not help is that it's just easier to build working smoking implements when you don't have to worry about a bowl. The bowl is usually the hardest thing to make or find, in my experience, due to the heat and airtight requirements put upon it.

To remedy this, I usually just roll whatever I've got up into a paper, with a card bit at the end. If I want to, I can just hit it as-is, or if I want something a little smoother, I toss it into whatever I happen to make, be it a pipe or bubbler or bong. They're all essentially the same, structurally.
