if I get stuff in mexico during a cruise and use everything before I get back into the usa, will I have any trouble from the law?

You'll be in a lot of trouble if you get caught in Mexico. I wouldn't recommend buying ANY drugs in Mexico. You DO NOT want to go to jail in Mexico.

I remember something happening regarding Mexico legalizing possession after the Bush administration pressured the Mexican government and threatened something.
I don't remember if they re-enacted the law making possession illegal once again....

I did a quick search, but couldn't find anything.
