I don't claim to know the law but someone pulling something out of a candy case and them smoking it, would be out of the norm in my experience. There may even be some legal precedent or at least common experience of cops finding drugs in Altoids tins and the like that this might have been his reasoning. And as you stated you were keeping drugs in your candy tin.
