The secondary problem is that internet fraud is way too easy to accomplish. When you defraud someone with paypal, usually by using a stolen credit card that hasn't been reported stolen (this happens all the time), guess who has to eat the money? PayPal. They get this back by freezing accounts that they "suspect" of fraud. The problem is, again, they are not regulated and so they can do this with nothing more than circumstantial evidence or even just a suspicion. I once had an account frozen simply because someone made a $500 payment to me and I made a $500 payment back to her the same day (she needed to move funds around, and I offered to let her paypal me to accomplish it). Luckily I didn't have any other money in that paypal account at the time -- if I had, PayPal would have been the new owner of my remaining balance when they "froze" my account. Getting an account unfrozen is an extremely complicated process, requiring at minimum that you fax them proof of your identity and proof of ownership of the credit card or bank account registered to the paypal account. Anyway, it's mainly a deficiency due to the internet being so young and "online" banks such as Paypal not having good processes in place to handle these kinds of things like the huge fraud loss they must constantly deal with, combined with their lack of regulation as a financial institution. Admittedly, they have gotten better since they were bought by Ebay -- the problems used to be REALLY bad. But even today, the problems persist although they seem much more capable of resolving these kinds of situations than they used to.

| Although unverified, I find even the idea of this happening scary. They provide a service used by a good many people, and basically you inadvertantly sign your life away by choosing them. They can freeze your funds for basically any reason they see fit, and its up to their sole discretion what is offensive and what is not. I perfer to be in control of what purchase....basically, I see this as stopping by the local truckstop, buying the latest issue of Hustler, and the cashier collecting my money, but not actually selling me the mag because he finds it offensive.....legality be damned, they get to decide themselves whats objectionable, and I don't like that one bit. Again, I'd like to see more verification of this, but as it stands, I'm glad I have never used paypal. |

| It's not illegal to order growing equipment, for them to freeze accounts over that is f*cked up. It's like trying to stop someone from buying a can of soda saying they are just going to use that can to smoke pot. I guess everyone is better off just using money orders for whatever they buy. |

I see plenty of linxx in my original post...not to mention there is alwayz google.@ Cassius - I don't believe that regulation, in this sense, should be relative in any way to the internet. Paypal is a corporate entity, regardless of the fact that they are largely internet-based. Paypal simply needz to fall under a certain classification of business, and subsequently submit to the lawz that govern conduct for said businessez. [Which is basically what you said, I just wanted to make the point about them being an online-business.] I, as you might be able to tell, am vehemently against any type of internet 'law'. Currently, the US and other nationz are fighting over control of the internet. The US, (well, the idiotz that now comprise our government anyway) who have been 'in control' as of yet, are refusing to relinquish power. There have been threats that if a compromise is not met, the rest of the world will create its own internet, which would cut off and isolate the American people. Fukking great! Let'z all just pay for TWO seperate ISP'z now! One would have practically no recourse if the party receiving your money order decidez to just keep it, and send you nothing...thus the problem.
