| Fear and guilt haven't worked so far to prevent drug abuse, although they may limit it to some extent. I'd think that accurate information would be a better approach. It's been pretty effective in cutting back on the number of cigarette smokers, although shame and embarrassment are now making it very difficult for the remaining smokers to pursue their "filthy habit" in public. That's a form of guilt. Come to think of it, fear is probably the main factor in reducing cigarette smoking: the fear of a slow and painful death. At least it's a realistic fear, not the trumped up baloney the ONDCP spews about marijuana.
