Can't find a reliable source so far online, seeing as he have some LEO around...

Is it true that Cannabis plants, outdoors, offer a different heat signature/wave length than most other vegetation?

Is a Flyover illegal on private property (like just vacant farmland or forest)? (i know they need a warrant to flir a residence in my state)

I truly doubt that. If they did, why would do they continue to just look down and try to spot them if they had an easy way of telling the difference from other plants? And I heard FLIR isn't used any more as it dosen't work well in court or something.

Cannabis plants by themselves don't give off any heat signature. The purpose of heat detection instruments is to seek out grow lamps and other cannabis growing equipment that do give off heat.

Generally, a flyover is permissible without a warrant or probable cause, because anybody who owns an aircraft can fly over your property and look down. FLIR requires a warrant because it is high tech equipment that is not generally available or used by a warrant. So, using an aircraft is just an extension of "plain view doctrine," while using FLIR is a considered a search for fourth amendment purposes.

FLIR is never going to be sufficient evidence when taken by itself. However, when combined with other proper investigation (interviews, surveillance, informants, etc.), it can add to your pool of available evidence to put in a search warrant affidavit. It is is just one tool in the toolbox, not the be-all and end-all of drug investigation.
