What the hell is a civil fine?

"Possession of paraphernalia is punishable by a civil fine of $500."

Its not considered a misdemeanor... Can employers track that? Is that considered a drug charge? It also says "(license suspensions, drug tax stamps, etc...)"

A civil fine is a monetary (cash) punishment. This means that it is not reflected in your records as a charge. It may, however, be accompanied by criminal charges. Possession of paraphernalia punishable by a civil fine is similar to a traffic ticket and no record will be recorded since you have compensated the state in return for your actions.
