I really don't see how that would encourage people to not commit crime.

"Kill someone and we'll force you to get really really high." Not that I want to kill anyone or cause violence when I am high, but that would not discourage me from crimes.

They should force all the people that behave to do this.

I doubt that passing out from smoke inhalation would be a plesant experience. Espically since there are no repeat offenders.

Cruel and unusual punishment.
