This is no different than the idea of "online petitions". Such things carry no legal weight whatsoever, and serve more to annoy the recipients than actually enacting or forcing any sort of change. Instead of going for such longshots as this, why not write ONE well-composed, articulate letter to your elected officials? Such a strategy is more likely to actually uyield some sort of result, as opposed to just annoying the people involved. I'd consider it a spam attack, and we all know how much attention the average person pays to mass spam, right? Why do you feel this would be even remotely different?
