Where did you get that idea? In most places, smoking it is specifically not illegal. Possession is illegal. Sales is illegal. Cultivation is illegal. Only in a few states is it illegal to have smoked marijuana, unless you are caught DUID. If you're caught in the act of smoking, it's Possession.

Possession and Cultivation, for sure. They'd probably add a Possession for Sale charge, too, just to have something to throw out in return for a guilty plea to the other charges.

I read somewhere that the police consider one plant equal to a half pound, that might just depend on the area but this was in FL. Whatever the case they probably would try you with intent to sell, as Buzzby said.

The cops are going to consider every part of the plant when they weigh it, not just the flowers.

Being charged with only a half pound for one plant is pretty good though, seeing that 4 pound plants are not unheard of....
