I only really know about the classics and would love to broaden my horizon, so my list is:
1. Harold and Kumar
2. Half Baked
3. Clueless

Sidenote, one of the best shows to watch stoned is VH1's Best Week Ever. Sooooo funny!

Do a search. this has to be the 1000th thread on this topic. look in the movie section of the forum. i dont really think Clueless qualifies as a "classic"

the best movie to watch while high is One Flew Over the Cuckoo's Nest. If youve never seen this, then you should. All of the old-timers here will know what I'm talking about. Now that is a classic, all the ones that jenn named are more like pop-culture flicks.
