Yeah, ATL is where they're are. However, the stuff OutKast has put out lately is definately not Southern rap. They're more about experimental rap. Think Fort Minor, Atmosphere, Little Brother, People Under The Stairs, etc.

Yes I knew exactly where they were located, I just didnt know if you consider that South. I just realized this midpost, "Southernplayalisticcadillacfunkymuzik." . Interesting point you bring up with the experimental. Their new shit is definately fresh and experimental, but you gotta admit they are nothing like PUTS, Atmostphere, or Little Brother. You cant dismiss their old shit either, they wrote the book on the Dirty South with Southernplayalisticcadillacfunkymuzik. Theyve got a new sound as of Speakerboxxx and The Love Below, but its still southern rappers with that southern sound.
So I stand as Outkast being 100% the best Southern rappers alive.

EDIT: I feel like here in a couple years or less, theyll make an album with the old skool Outkast in mind. Hopefully not wishful thinking.
