Of course it's inflated - its all part of the propaganda campaign. lets say they bust someone with 100 lbs of apples. As we all know, things cost less in bulk. The price for 100lbs of apples is $1000 and has about 50 apples. An individual apple sells on the street for $50, but 2 apples are only $75. In bulk each apple costs $20, but the cops want to perpetuate an "intent to distribute," so they assume that said suspect will be selling each apple individually to different individuals. Therefore the value "seized" is $2500, even though it was only a $1000 transaction.
