Oh make no mistake my friend, some of the best bud to be had is in Canada. It's also easier to get that in the States most of the time. As long as you're in a city tourists visit often and have a little street intelligence you'll score some kb at a real nice price. Just avoid the guys that advertise it on the streets (they'll be the ones on bikes with backpacks etc..), usually low quality stuff.

Lit Match and Spiral got it right. There are no cafe's where you can order marijuana, but there are a few in larger cities where smoking is allowed.

The most important thing you need to know is not to ask for or buy any marijuana. The coffee shops are usually stacked with undercover cops looking for people buying or selling drugs. As long as you bring your own and smoke your own, you will be fine.
