| Writing a message on a dollar bill is not technically punishable under federal currency laws unless you do either of the following: 1. Deface the bill to the point that it can no longer be read, verified, or passed (eg. question as to whether it is a legitimate piece of US currency) 2. Attempt to pass the bill fraudulently. (eg. change the numbers to make it worth more than it was originially printed as) If you don't do either of these things to the bill, you (or anyone else involved) cannot be prosecuted for defacing government currency.
