OK I kind of feel like a retard, but I always hear the terms "match up" or "match a bowl". What does that mean?

Ok say I'm at a concert and I'm matching a bowl with someone. I pack first, then he packs one. That's how it works. He matches what I pack.

yeah, its basically just each pitching a bowl (or however many you decide to "match")

for example:

two people with sacks get together. now, one person doesnt want to smoke the other up with just his stuff and not get anything in return. so he asks, "Hey buddy, ill match you a bowl" and the other guy replies, "uhh..ok" so the first guy packs a bowl from his stuff, they smoke, and after the bowl is finished, the second guy packs a bowl from his sack and they smoke that.

Right - it's a way to smoke socially.

Rather than each of you breaking out a pipe or each rolling your own joint, you both put in an equal amount of pot and share. Whatever one guy puts in, the other 'matches' it.
