question on cleaning my bowl

the bowl of my glass pipe is completely covered in a thick layer of resin. no matter how much water i rinse my bowl out with the resin doesnt go anywhere and q-tips dont fit inside the dirty part. i have 2 questions:

A. does a bowl ever become too unhealthy to smoke out of?

B. how do i thoroughly clean my bowl and make it shiny and new looking again am i supposed to use dish soap or something?

Rubbing alcohol is a cheap, easy to use cleaner. Much better than household soaps.
