Why would you think that "those individuals" don't have access to mind altering substances now? Drug availability is ubiquitous, especially ethyl alcohol, a drug well known to induce people to commit violent crimes and drive in a homicidal manner. If half the money spent on drug interdiction went to realistic education, treatment, and maintenance programs, I believe there would be a net decrease in drug abuse. The people whose lives are so uninteresting that they're likely to become abusers are probably already involved in the use of drugs that blur the edges of reality. Legalization would just give them other options.

Another thing that would reduce net harm would be the migration of users of dangerous drugs, especially alcohol, to the use of Marijuana, a drug with no toxicity, no adverse physical effects, a low potential for addiction, and a much lower potential for inducing people to commit violent acts. I know many people who drink heavily who would much rather use Marijuana if they didn't have to be able to pass drug tests.

I want to keep the legalization of marijuana and the legalization of all drugs as separate issues. The former is a realistic possibility within the near future, the latter is not.

That's very amusing, perhaps astute, but completely untrue. The Harrison Act of 1914 made strong opiates and cocaine illegal to sell without a prescription.

The war on drugs should come to an end, but there should be some restrictions like cigarettes to marijuana.
