Preliminary testing and or GC/MS

Is it true that when a speciman goes to a lab for testing, there is a preliminary screening. And if that result is negative, then a GC/MS test is not performed?

Lots lab tests have screening tests and then confirmatory tests only on positive specimens. Drug urinary analysis included.
