Unhappy New Style of Urine Testing?

Alright, I just want to see if anyone else has heard of this.
My dad went today to get drug tested (my little bro runs XC in high school, since his school doesnt have a team my dad is gonna act as his coach, so he had to go thru a background check and drug testing)
and instead of just doing a normal urine test or hair test.
He said they did this:

The make you pull down your pants, pockets turned inside out, underwear down too and they insert a catheter into your urethra
as soon as i heard this i thought he was bullshitting.
But after that he said they take a urine sample, then let you piss into the toilet after they remove the catheter, but you cant flush, wash your hands or do anything afterwards until they seal your sample (except pull up your pants).

I just want to see if anyone else has even heard of this
it seems very very extreme and kinda disturbing to me.
I just think my dad is bullshitting (I don't really have to worry about drug tests except the occasional NCAA drug test, thus i dont vape during the season) but something in the back of my head still makes me wonder about this.

No I have never heard of anything like that. I bet your dad is pulling your leg on this one. That is a little extreme. Wow....sounds painful.

I know i heard it and i went WTF so hard that i almost fell over.
But usually he cant keep a straight face when he lies, this time he either practiced it so he could keep a straight face or he was actually serious.
He said they told him they started doing this on 9/1/08, which makes some sense.

because the last time i was drug tested formally by any organization was last year, around january
this might have snuck up on me
sorry i forgot to write that in when i previously posted.
but this seems like the kinda step that would be reasonable (by government morals, i think its terrible, if it's true) for jobs that are affiliated with the government, i mean they have to have heard of quick fix and all the methods people have of passing a piss test, and this would easily remove all of those possibilities.

I just don't see them making people go through pain to get a job, play sports, etc. That just doesn't seem right to me.

Maybe Sec can chime in and clear this up for us. I still believe that your dad is pulling your leg though.

He is partially right.

On November 1, 2008, all observed tests will be conducted by the donor pulling his pants and underpants down to the knees and his/her shirt up to his chest, then turning a complete 360 to allow the observer to see that the donor isn't using a substitution device (Urinator, wizzinator, etc). Then they will be allowed to urinate normally into the collection cup while the observer watches the urine flow from the body into the collection cup. This was supposed to go into effect on August 25, 2008, but the DOT decided to allow a month for public commentary on the ruling.

It is illegal to take a urine specimen by the use of a catheter unless that is the normal method used by a donor to urinate.

Actually, according to the Aug 26 bulletin issued by ODAPC, only the provision regarding return-to-duty collections have been suspended until November 1.

The provision regarding pulling the pants down and lifting up the shirt did go into effect on Aug 25. Heres the bulletin in its entirety:

On June 25, 2008, the Department issued new rules improving protections against
cheating on drug tests, including the mandatory use of specimen validity testing for all
DOT specimens. Recently, the Department has received petitions from some transportation labor and management organizations asking that the August 25, 2008, effective date be postponed for two provisions of the rule concerning the direct observation of urine collections.

Provision 1: The first of the two provisions would make direct observation mandatory in all follow-up and return-to-duty collections. Direct observation is currently authorized, but not required, in these circumstances.
Because the notice of proposed rulemaking for the June 25, 2008, final rule had not
specifically asked for comment on this provision, the Department has decided to hold a
30-day comment period on this provision. To allow for the comment period and the
Department’s response, the effective date of mandatory direct observation for follow-up
and return-to-duty testing provision has been changed to November 1, 2008.

Provision 2: The second provision would require observers in all direct observation
collections to check employees for the presence of prosthetic and other devices used to
cheat on tests, by having employees raise and lower their clothing. The effective date of
this provision will remain August 25, 2008.


The Department emphasizes that the new direct observation procedure will apply only to
direct observation tests authorized or required by the current 49 CFR Part 40, and the
rules going into effect on August 25 will not result in any increase in the situations in
which direct observation is used. Direct observation occurs in only a very small
percentage of DOT test situations, where there is a heightened risk of an attempt to cheat.
The Department’s Notice was published in the Federal Register today, August 26, 2008,
and is on the ODAPC Website at:

We want all interested parties to realize that the single change in the effective date affects ONLY 40.67(b) – mandatory direct observation for follow-up and return-to-duty testing. The rest of the June 25, 2008, final rule goes into effect on August 25, 2008, as scheduled.
