The party that is paying for the test (employer, PO, etc) is the one that determines what the cutoff limit should be - not the labs. The purchaser of the test can set the cutoff limit to any number desired. However, if the test is a DOT test, the sample must be screened at 50 ng (15 ng for the confirmation test), regardless of which lab performs the test.
