Yep. Forgot the interviewer's name, but he was with Dutch TV and hasn't worked a day in the business since then.
The program was about people who have had defects of the Larynx or suffered traumatic accidents to it and the way they're stigmatized in society.
This dude obviously demonstrated the show's topic, but not in the way the producers imagined.

Sorry to disappoint but the guy that laughs at the high voice dude is actually from a comedy show. This was aired as a comedy sketch... Almost wish I didn't know because it makes it so much less funny.
