Legal Weed: Delaware’s Marijuana Expungement Bill Gains Momentum; California Lawmakers Pass Tax, License Bills

Delaware’s House could be on the way to passing a bill that would clear marijuana offenses from criminal records, while two bills in California pertaining to cannabis sales taxes and compassionate care licenses cleared legislative committees in the week ending Friday, June 22, 2018.

Legislators discussed Delaware’s SB 197, a bill to address criminal records of individuals who were convicted of cannabis-related offenses prior to decriminalization in 2015. SB 197 crossed over from the Senate to the House following a June 12, 2018 vote of 20-0, with one member absent. The House Administration Committee where it passed with two favorable votes and three votes on its merits on Wednesday, June 20, 2018. Having received significant bipartisan support, SB 197 will likely move through the House quickly and onto Democratic Gov. John Carney’s desk.

California’s AB 1744 would use tax revenue from cannabis sales to provide funding for the After-School Education and Safety Program. Schools would be required to establish youth development activities that promote healthful and safe lifestyle choices and behaviors, into their after school programs in order to receive grant money. After the bill passed the Senate Health Committee with a 8-0 vote Wednesday, June 20, 2018, AB 1744 was re-referred to the Committee on Appropriations, where it awaits a hearing date.  

Also in California, SB 829 proposes that the Bureau of Cannabis Control issue and regulate compassionate-care licenses to allow individuals to donate medicinal cannabis or marijuana products to qualified patients who have a physician’s recommendation. The Assembly Business And Professions Committee passed the bill 13-1 on Tuesday, June 19, 2018. SB 829 was scheduled for a hearing before the Committee on Revenue and Taxation on Monday June 25, 2018.

    Pot is so useful eavenif it’s not smoked,betwen industrial to medical there is hundreds of many different ways to use pot.thease old farts in congress have to start thinking about how much more money they could steel if they ok pot and reap the taxes.wise up .
